Assistance Program
As part of its commitment to the business community, the City
of Pico Rivera instituted a Business Assistance Program in
September, 1996. The extensive outreach program includes:
* Business Attraction & Retention
* Troubleshooting with City or other Agencies
* Permit Assistance
* Development of Resources Available to Businesses
* International Trade Assistance
The primary goal of this program is to provide a fully knowledgeable
resource to the businesses within our community. In this way,
we save the businessperson valuable time in establishing and/or
strengthening his organization.
The City also helps introduce new businesses to the community
by featuring them in its monthly community newspaper, the
Pico Rivera Profile,
the residents' primary source of information about the community.
If you are a new business (no more than six months in operation in Pico Rivera) and wish your company
to be featured, download the "New
Business Form PDF Document," print it, fill it out
and mail or fax it to the Business Assistance Program.
Other forms of assistance include cost-free publication of
job vacancies in the Pico Rivera Profile and the City website.

Business Licensing Information/Forms
Any person or entity who wants to conduct business or practice
a profession or trade in Pico Rivera must first secure a business
license.

Applying for a Business License
When filing for a business license, you must also apply for
either a Certificate
of Occupancy or Home
Occupation Permit from the Planning
Division. When these have been processed and approved,
the Revenue
Division will mail your Business License Certificate.
The business license application packets that include an application
for certificate of occupancy and home occupation applications,
whichever is applicable, are available on-line for your convenience.
You may also pick up the application packets from the City
Hall cashier's desk during regular business hours.
If your business is located outside of Pico Rivera, but wish
to conduct business within the City, you only need complete
the business license application.
Please note that some businesses may require additional
licenses and/or permits.
For your convenience, the business license fee schedule is
found on the second page of the business license application
form.
Business licenses must be renewed annually. Business license
renewal forms are mailed each year and are payable by the
expiration date to avoid penalties.

Residential Business Licenses
A business license and home occupation permit are required
before a home occupation can begin operation in Pico Rivera.
The fee for a home occupation permit is $65.00 while the
business license fee is based on gross receipts of your
business for the year.

Commercial/Industrial Business Licenses
A business license and certificate of occupancy permit are
required for commercial/industrial businesses located in
Pico Rivera. The fee for a certificate of occupancy is $125.00.
The business license fee is computed using the gross receipts
of your business for the year.
After applying for a certificate of occupancy, your property
will be scheduled for inspection by representatives of the
necessary agencies. These may include the fire department
inspector, the building inspector and the health/sanitation
inspector. Each inspecting agency will submit a report to
the Planning Division that either ensures compliance with
regulations or details the measures necessary for compliance.

Out-of-town Business Licenses
A business license application is required for businesses
located outside of the city that are conducting business
in the City of Pico Rivera.

Change of Ownership
If your business changes ownership, you are required to
notify the Revenue Division to close your current business
license account. A business license is not transferable.
New owners of a business must apply for their own business
license. License fees are also not transferable; previous
owners cannot be reimbursed for fees and new owners must
pay for new fees.
New owners are required to acquire all necessary occupancy
permits and business licenses for the business.

Relocating your Business Within Pico Rivera
Before relocating your business within Pico Rivera, you
must contact the Planning Division to ensure that the area
you are moving into is zoned for your business. Not all
businesses are allowed in all zoning districts.
Those that are currently licensed as commercially-based
businesses within Pico Rivera who have relocated within
city limits must apply for a new business license. Businesses
are also required to acquire all necessary occupancy permits
for their new location.
Home occupations relocating to another home in Pico Rivera
must also file a new home occupation and business license
application.

Change of Ownership and/or Business Name for Out of Town
Businesses
Businesses located out of town who change ownership and/or
business name must notify the Revenue Division. If new owners
wish to continue doing business in the City, they must apply
for a new business license.

Other Changes
It is the business owners responsibility to let the
city know of any changes relating to the business, including
but not limited to: address, owner information and whether
the business is active or inactive. Please call the Revenue

Pico Rivera Trade Assistance Center
The City of Pico Rivera has extended its contract with the
World Trade Center Association to establish a satellite service
center for Pico Rivera businesses. Providing a myriad of free
services and access to valuable information about international
trade, Pico Rivera businesses benefit from group and individual
counseling, a state-of-the-art database for leads and market
research, marketing support and trade financing.
In its first year, PRTAC assisted businesses in improving
their export sales by over a quarter of a million dollars.
In 2000, it helped generate an additional $1.3 million in
export revenues for local businesses.

Small Business Development Center
The Small Business Development Center opened a satellite office
in Pico Rivera in 1998. California's network of Small Business
Development Centers (SBDCs) links federal, state, educational
and private resources designed for small businesses in the
community. The local SBDC office provides one-stop access
to free business counseling, planning, marketing and training
programs.

California Manufacturing Technology Center
A satellite office of the California Manufacturing Technology
Center (CMTC) was established in 1998 to help promote the
competitiveness of the City's smaller manufacturers (those
with less than 500 employees). A non-profit organization,
CMTC provides manufacturing companies with engineers and technologists
who offer service products in the areas of:
* Business, process and shop floor improvements
* Plant modernization
* Product design
* System modernization
* Work force development
