Commission Information
Many public-spirited residents of Pico Rivera give generously of their time to serve the community and advise the City Council on important issues impacting the community. The City Council appoints members to three City commissions that advise them on policy and programming that serves the best interests of the community. Commission meeting are open to members of the public.

Planning Commission
Duties: The Planning Commission assists in developing policies for land use, zoning and the City’s General and Specific Plans. The Commission is appointed by the City Council to carry out a variety of delegated functions. State law sets out the areas over which the Planning Commission has authority, either as a decision-making body or advisory to the City Council.
The Commission is responsible for recommending broad development policies to the City Council, and once adopted in the form of the City's General Plan, for reviewing development applications for their conformance to the General Plan. The Commission acts as an advisory body to the City Council on applications for subdivision of land (including condominiums) and, absent an appeal to the City Council, is the final authority over a variety of discretionary development applications. These applications include conditional use permits, variances from the zoning regulations and the environmental assessments of such applications, as prescribed by law.
As the Planning Agency, it also sits as the review panel for state and federally mandated documents.
The Commission meets on the 1st and 3rd Monday of each month at 6:00 p.m. at City Hall. Meetings are open to the general public.
Qualifications: Each of the five (5) Commissioners shall be a resident of the City. Each member of the City Council shall appoint one representative to the Commission, whom shall be confirmed by the City Council.

Christmas Baskets Committee
The Pico Rivera Christmas Baskets Committee, Inc. is a non-profit
organization. Its primary purpose is to assist the needy residents
of the City. The group is made up of volunteer senior citizens
that raise funds year-round to provide for a large Christmas
distribution of food and toys to over 1,000 families. It also
provides emergency food assistance throughout the year.
The Committee's fund raising efforts include a thrift store
operation located at 5018 Passons Boulevard and annual mail
solicitation to businesses.
Those interested in supporting the Committee with monetary,
food and/or clothing donations may contact the City Staff
Liaison.

Sister City Commission
Duties: The Sister City Commission advises the City Council in all matters pertaining to the City’s Sister City international cultural exchange program, working with other governmental agencies and civic groups in the advancement of sound program development, planning and programming. The City’s only current sister city is San Luis Potosi, Mexico.
The Commission meets on 3rd Monday of each month at 6:00 p.m. at City Hall. Meetings are open to the general public.
Qualifications: Each of the five (5) Commissioners shall be a resident of the City. Each member of the City Council shall appoint one representative to the Commission, whom shall be confirmed by the City Council.

Parks and Recreation Commission
Duties: The Parks and Recreation Commission is an advisory commission providing advice to the City Council concerning the City Parks and Recreation Department programs and services. Commission members are expected to attend city events and visit the parks on a regular basis to provide input on any subject that encompasses the City's recreational facilities, needs, and programs.
The Parks and Recreation Commission is a five-member body which works closely with the Director of Parks and Recreation.
The Commission meets on the 1st Thursday of each month at 6:00 p.m. in the Community Room at the Parks & Recreation Building located at 6767 Passons Blvd. Meetings are open to the general public.
Qualifications: Each of the five (5) Commissioners shall be a resident of the City. Each member of the City Council shall appoint one representative to the Commission, whom shall be confirmed by the entire City Council.
Commission members serve a one year term and are appointed following the annual reorganization of the City Council in November.
