The Finance Department is responsible for all the City's financial record keeping. Its Accounting Division takes care of all the City's financial records, processes the payroll of all employees and handles payment of all its obligations. Its Treasury Division is tasked with the safekeeping and investment of all City monies, while the Revenue Division handles all transactions related to business licenses, dog licenses, water billing and accounts receivables.

Accounting Division
The Accounting Division is responsible for the City's accounts payable, grant accounting, payroll, information technology, central duplicating and general accounting functions. It prepares Pico Rivera's Comprehensive Annual Financial Report and compiles its annual budget. In addition to assisting other departments at City Hall, the Accounting Division also takes care of the accounting needs of the Pico Rivera Redevelopment Agency and Housing Agency.
The Accounting Division has received state and national recognition for excellence in the preparation of the City's Comprehensive Annual Financial Report from the Government Finance Officers Association of the United States and Canada and the California Society of Municipal Finance Officers, for eight and 12 consecutive years, respectively.

Treasury
The safeguarding and investing of all City and Agency monies is the responsibility of the Treasury Division. The City of Pico Rivera, together with the Redevelopment and Housing Agencies, have a total operating cash of about $25 million at any given time. It spends between $25 and $30 million per year to operate and implement programs and projects that improve the quality of life and services in the City. To do this, Treasury staff must practice the delicate task of ensuring these funds are invested where they will generate the most returns with the minimum of risks.

Revenue Division
The Revenue Division handles all applications for business licenses and takes care of processing and sending out the City's Water Division statements of accounts to all its customers. It also takes care of processing animal licenses and conducting animal clinics annually.
The Revenue Division processes approximately 3,100 business licenses per year. The Pico Rivera Municipal Code provides that no person or entity may start any business, profession or trade without first securing a business license from the City.
The City issues three types of business licenses: commercial/industrial business license, a residential/home-based business license and an out-of-town business license.
Business licenses must be renewed annually. Business license renewal forms are mailed each year and must be paid by the expiration date to avoid penalties.
Some businesses require additional licenses and/or permits. For specific business license requirements, or for more information about obtaining a license or renewing an existing license, call the Revenue Division.

+Animal Licensing
A resident who owns a dog must secure a license for his or her pet from the City within 30 days after it is brought into the City or reaches four months of age. Application for a license may be obtained from City Hall during normal business hours. Dog licenses must be renewed each year by July 31. The licensing period is from July 1 through June 30.
To obtain a dog license, dog owners must furnish the following information:
- Owners name, address, and telephone number
- Proof of rabies vaccination
- Dog's breed, approximate age, color and sex
- Information if the dog has been altered. This requires proof from a veterinarian
The dog license fee is $35.00 a year for dogs that have not been neutered or spayed and $17.50 a year for those that have been altered, plus $ .25 cents for a lifetime dog tag.
Residents who are at least 62 years old may obtain dog licenses at reduced cost. Licenses for dogs they own which have not been neutered or spayed is $21.00 a year and $9.00 a year for those that have been neutered/spayed. They must also secure a lifetime dog tag for $ .25.
Dog owners are encouraged to register their pets on time since a 50% penalty fee applies for registration violations.

+Animal License and Vaccination Violations
If your pet requires licensing or vaccination and you have not satisfied necessary requirements, a ticket will be issued by the Whittier Municipal Court for failure to have a current animal license or proof of rabies vaccination.

+Animal Care
The City of Pico Rivera encourages citizens who own pets to be familiar with proper care instructions for all of their pets. In general, owners or keepers of pets are required to provided their pets with the following amenities:
- Adequate food and water
- Adequate shelter
- Adequate space in the primary enclosure for the particular type of animal depending upon its age, size, and weight
- Veterinary care when needed to prevent suffering
- Humane care and treatment
In addition, be sure to seek the advice and follow the instructions of your veterinarian and local pet center. For more information regarding animal care, please call Southeast Area Animal Control Authority (SEAACA) between 8:00 a.m. and 8:00 p.m. Monday through Sunday.

Water Division
The City provides water service to more than 9,200 residents and businesses within the Pico Rivera. Whether you need to establish new service, terminate an existing service, or change the name or information under which your service is listed, you will need to contact the Revenue Division to make any changes. We recommend that customers notify us of any service needs at least one day in advance to insure completion. Water personnel must have access to your utility meters at all times.
+ New Service
To start a new service, you must first call (562) 801-4316 to insure that the service address for which you are requiring activation is within our service area. Two other organizations provide water service to Pico Rivera -- Pico Water District and San Gabriel Valley Water Company.
Those addresses served by the City who want to activate water service must apply in person and fill out a water service application form. A water deposit fee of $75.00 for new water service must be paid at the time of application. Applicants are required to present a valid California ID (residential) or a Federal Tax ID number (for business). New water service applications received before 12:00 noon will be acted on the same day. All other applications received after 12:00 noon will be filled on the next regular working day.
Fees for a temporary service connection at a hydrant meter are $700.00 (deposit) and $60.00 (service connection fee).

+ Service Termination
If you would like to cancel your service, call the Water Division. There is no fee to disconnect, and the balance of your deposit will be mailed to the forwarding address you provide.
+ Water Service Deposits
Water customers are required to pay a $75.00 deposit before beginning new service. The City holds this deposit, without interest, as long as the account is active. Deposits can only be used as final payment for a closing bill. We will refund, without interest, the balance remaining to you at a forwarding address that you provide. Under no circumstances can the deposit be waived.
