How To Obtain a Film Permit
If you plan to shoot a movie, video, television program, or commercial still photos in Pico Rivera, this brochure is for you. It is intended to provide you with the basics on how to obtain a City film permit and includes general information on what you will need. For more details on the City's film ordinance or procedures, contact our Filming Coordinator at the telephone number listed below.
Depending on the scope of your project, you will need to deal with some or all of the following agencies in obtaining your permit.

-- Needed for permits to shoot on State property within the City. (Ie: State Highways)
REQUIREMENTS
Film permits are required for all motion picture, television, or commercial still photography projects on both public or private property within the City of Pico Rivera. Exemptions to this regulation are as follows:
*News media, working on breaking news stories;
*Non-profit organizations (those with Federal Tax Code 501(3)c designations);
*All filming intended solely for private use (ie: Home videos, school projects).
Advance Notice:
* City staff members will do their utmost to
ensure a quick turn-around time to get you your permit as
soon as possible. The time required to obtain a permit varies,
depending on the scope of the work. Simple projects require
no more than 7 working days to obtain your permit while more
complicated shoots can take up to 10 working days to process.
The lengthier turn-around time generally is required for projects
that involve such things as pyrotechnics, closure of streets,
and elaborate special effects.
Filming on City Property:
* Arrangements are made through the City Filming Coordinator.
Filming on Private Property:
* Arrangements must be made directly with the property owner for permission and/or leasing of any site not owned or controlled by the City.
Fees:
* Application Fee:
• For Simple Film Shoot: $700.00
• For Complex Film Shoot: $2,000.00
* Processing Fee:
• For Simple Film Shoot: $100.00 per day
• For Complex Film Shoot: $200.00 per day
* Use Fee:
• For Simple Film Shoot: $100.00 per day for
the use of City facilities other than streets and sidewalks.
Not applicable to private property.

of City facilities other than streets and sidewalks. Not applicable

*Reimbursement:
The applicant is required to pay to the City the actual costs
of any personnel provided, including sheriff, fire, and traffic
personnel needed to assist in or regulate the filming activities.
Liability and Insurance:
* Liability Insurance:
This coverage is required prior to the issuance of a permit.
The applicant must provide a Certificate of Insurance of at
least $ 1 million, naming the City as co-insured for the protection
against any possible claims.
* Workers' Compensation Insurance:
Applicants must conform to all applicable Federal
and State requirements for Workers' Compensation Insurance
for all persons operating under a permit.
* Hold Harmless Agreement:
Applicants are required to execute a City provided hold-harmless agreement before being issued a permit.
* Faithful Performance Bond:
To ensure that the filming locations are cleaned up and restored to their pre-projects condition, and that all fees or charges for services provided by the City are paid, the applicant is required to either prepay or post a refundable faithful performance bond, in an amount reasonably related to anticipated costs, at the time the application is filed.
