Assistance Programs
From installing new insulated windows and providing rental
subsidies, to providing opportunities to low- to moderate
income families the chance to own their homes, the City of
Pico Rivera has a myriad of housing assistance programs designed
to help local families improve their standard of living.
The following summarizes the key housing assistance programs
implemented by the City of Pico Rivera. For more information,

Owner-Occupied Rehabilitation Programs
Residents who own and occupy their home may apply for one
of the Owner-Occupied Rehabilitation Programs offered by the
City. Through these programs, funds are available to assist
low and moderate-income (0 to 80% of MFI) homeowners in making
needed rehabilitation improvements and upgrades to their single-family
residence. Funds for these programs are limited and allocated
on a first-come first-serve basis. The various programs the

+ Single Family Rehabilitation Loan
Policy
The Single Family Residential Rehabilitation Loan Program provides three percent (3%) simple interest, deferred payment loans to seniors, persons with a disability and families of low and moderate income who own and occupy their homes and need financial assistance to make repairs and improvements. The program is backed by federal funds. Loans are secured by a Deed of Trust and payment is typically deferred until the sale, transfer of ownership, refinancing of the home or the 30th year of the loan.
Terms of the Loan
This is a three percent (3%) interest, deferred payment loan. Payment is typically not due payable until the home is sold, transferred in ownership, refinanced, or the 30th year of the loan. Payment is due in FULL; however, depending on the amount of the loan it is possible for a monthly repayment or a once-a-year agreements to be arranged. In case of the homeowners death, whoever inherits the home will become responsible for paying the loan.

Eligible Improvements
Exterior and interior property improvements are eligible. These include roofing, driveways, fencing, house painting and stuccoing, windows, window screens, doors, plumbing, electrical, heating repairs, installation, fumigation and carpeting. There are a few mandatory improvements that must be completed through the loan program such as installation of smoke detectors and security locks on all doors and windows and attic insulation. However, if any Building Code violations exist, they must be corrected before any other property improvements can be done. These corrections must be implemented by a State- and City-licensed contractor. All improvements must be approved by the Housing Department before work begins.

+ Grant Program
Policy
The Rehabilitation Grant Program provides up to $8,000 grant
to very low-income homeowners who occupy their homes and
need financial assistance for critical health and safety-related
improvements. This is a federally-funded loan program.

Eligible Improvements
Health and safety-related improvements are eligible; however, these must be must be approved by the City of Pico Riveras Housing Department before work begins. Any existing Building Code violations must be corrected before any other property improvements can be done. These corrections must be done by a contractor who is properly licensed through the State of California and the City of Pico Rivera.

+ Paint-Up/Fix-Up Program
Policy
The Paint-Up/Fix-Up Program provides a grant up to $8,000
contribution to paint the exterior of the home, as well
as the trim, for low to moderate income Senior Citizens
and homeowners with permanent disabilities.

Housing Program Policies
The City of Pico Rivera's housing programs are generally governed by the following conditions:
1. Households are limited to a one-time use of each program.
2. Loan Subordination
The City of Pico Rivera does not subordinate to loans obtained by a homeowner especially for loans under the Single Family Residential Rehabilitation Loan. The intent of the Single Family Residential Rehabilitation Loan Program is to assist those who have no other resources available for home improvements. If the homeowner is able to refinance his or her home, other resources are then available. This encourages the payoff of the deferred loan to make funds available for others who qualify for the loan program.
3. Performance of Work
The City of Pico Rivera is not a party to any contracts, nor is it responsible for the performance of the contract between the homeowners and the contractor. The City is the lending institution providing the funds and insuring that the work billed for has actually been completed per Building Code.
4. Contractor License
The homeowner may only select duly licensed contractors to undertake any improvements to his or her home financed under any of the City's housing programs. Contractors must have a valid California Contractors License as required for the license category in which they are going to be working. They must also have a current City of Pico Rivera Business License.
5. Code Violations
All existing code violations must be corrected by homeowner before any other work or improvements are implemented.
6. Improvements Prior to Receipt of a "Notice to Proceed"
The City will not be responsible for any work done to the homeowner's property before a Notice to Proceed was issued. The homeowner must receive approval from the City and a Notice to Proceed before any improvements can begin.

Affordable New Housing
The City requires developers of new housing to make available a certain number of affordable units for moderate income families.

Housing Replacement
When a home is found to be in such blighted condition as to
be unsafe and irreparable, the City's Redevelopment Agency
may assist in paying for rebuilding the entire structure.

Rental Assistance
Rental subsidies are provided to families earning less than
50% of the county's annual median income under the Rental
Assistance Program, more popularly referred to as the "Section
8 Program." The City's Housing Assistance Agency
currently assists approximately 500 families annually.

ACCESS Loan Program, from National Homebuyers Fund,
Inc.
Under this program, qualified families and individuals can
take a second mortgage of up to 8% of the sale price of the
home to cover down payment and closing cost. Plus, you don't
have to be a first-time homebuyer to qualify.

Mortgage Credit Certificates
The Mortgage Credit Certificate (MCC) Program allows qualified first-time homebuyers to take tax credits on their annual mortgage interest payment as a dollar for dollar tax credit against federal income tax. The Los Angeles County Community Development Commission administers the MCC Program.
While the program does not provide down payment assistance,
it provides a home buyer an opportunity to qualify for a larger
first mortgage by making a portion of the mortgage interest
payments eligible for a tax credit rather than a tax deduction.

Fair Housing
The City recognizes the effect that discrimination has in
limiting housing choice and equal opportunity in renting,
selling and financing housing. Its effort to eliminate discrimination
based on race, sex, religion, national origin, disability
or age, is implemented by the Southern California Housing
Rights Center. Pico Rivera has contracted this organization
to implement its Fair Housing Program.

Pico Rivera supports services aimed at assisting homeless
