Annual GANN Appropriations Limit

In compliance with Article XIIIB of the California Constitution—commonly known as the GANN Spending Limitation Initiative—the City of Pico Rivera adopts an annual appropriations limit to regulate the amount of tax revenue that can be spent in a given fiscal year.

This limit is updated each year based on growth factors, which may include changes in California per capita personal income and population growth either within the City or Los Angeles County. These adjustments ensure that the City remains within legal spending limits while continuing to meet the needs of the community.

Each year, the City Council adopts a resolution establishing the appropriations limit after calculating the allowable growth and comparing it to projected expenditures. This process promotes transparency and fiscal responsibility in how public funds are managed.
